A bill passed by the General Assembly took place July 1, 2008 and shifted the township assessing duties to the conty level in all but about a dozen townships. 43 larger townships voted on the issue. The advantage of this legislation to INGCOA members means better standardization of assessment.
INGCOA President Errol Klem announced in December, 2008 success with legislation authored by Peggy Welsh, chair of the Tax and Fiscal Policy Commission to go to vote by the General Assembly in the first legislative session of 2009. The Preliminary Draft provides for the assessment of golf courses for property tax purposes by the income capitalization method and requires local government to develop tables and procedures for assessing officials to use, and allows owners and operators of a golf course to submit information returns, to guide local government on appropriate tables and procedures. |
