Indiana's golf course owners were well represented April 12th at the Indiana Statehouse for The Business of Golf event hosted by the Indiana Golf Course Owners Association in conjunction with the Indiana Golf Office, Indiana Golf Course Superintendents and the Club Managers Association.
Attendance exceeded expectations, as did interest from lawmakers, during the event to acknowledge the significant impact of golf on the Indiana economy, environment, healthy Hoosier lifestyles, and support of charitable organizations.

Golf contributes $909.6 million in direct revenue in Indiana
Golf provides 21,173 jobs in Indiana
Golf provides $530.7 million in total wage income
Golf facility operations contributed $608.9 to the economy
Legislators and the media were invited to enjoy a catered lunch of fun golf fare, elegantly presented, while hearing the importance of golf in Indiana. The program included presentations by Mike David, Executive Director of the Indiana Golf Office, Ted Bishop, Vice President of PGA of America and Linda Rogers, President of Indiana Golf Course Owners Association and Vice President of NGCOA.
Golf lessons were provided by PGA professionals and a hitting range provided some mid-day exercise for lawmakers and their staff.

NEW INFORMATION ON PROPERTY TAX ASSESSMENTS
Although this Association has invested a considerable amount of time and resources in working with the Indiana General Assembly to pass legislation to help golf courses obtain fair property tax assessments, some are still meeting with resistance, or misunderstandings in implementing the new method. Assessing officials are required to use the Income Capitalization Approach when assessing golf courses. They can no longer use the cost method, or comparable sales which most assessors historically used.
As detailed in House Bill 1447, there is not a set Cap Rate for everyone. According to Linda Rogers, "The cap rate is basically a way to convert income into an estimate of market value. Most golf courses have a cap rate of 12-14%. Cap rates for golf courses continue to rise due to the risk involved. Your assessing official should be able to provide your Cap Rate." According to the legislation, personal property, or income derived from personal property is not included in the assessment (cart revenue less expenses).
The Association continues to work with the Department of Local Government Finance to assist with communicating information about the changes. Recently, Barry Wood, of the Department of Local Government Finance, issued a memo to assessors to review issues that have developed related to the legislative changes. It remains important for golf course owners to provide income and expense information to their assessors.
